Frame, the provable settlement layer for global finance, has appointed Lloyd Moore as Co-Founder and Chief Technology Officer, strengthening its technical leadership as the company develops infrastructure connecting traditional and digital financial systems.
In his new role, Moore will lead Frame’s technical vision and architecture. The company’s platform is designed to help banks, fintech firms, payment companies, exchanges and enterprises orchestrate transactions across fiat rails, stablecoins and tokenized deposits through a single programmable integration.
Moore brings extensive experience across engineering leadership, distributed systems, cloud architecture, cybersecurity and financial infrastructure.
Before joining Frame, he served as Acting Chief Technology Officer and Vice President of Engineering at Blockdaemon. During his tenure, he expanded the engineering organisation from 10 to 187 employees across 14 countries and helped build infrastructure that processed more than $500 billion in digital-asset transactions.
The platform maintained 99.98% uptime while processing more than two million API calls per day.
Moore previously served as Chief Technology Officer at Valence, where he developed a privacy-focused federated learning platform for enterprise clients and helped the company achieve ISO 27001 and SOC 2 Type I certification within four months.
He also brings 12 years of experience as a Royal Marines Commando, a background that Frame said has shaped his approach to operational precision, resilience and building high-performing engineering teams.
At Frame, Moore is overseeing the architecture of the company’s settlement engine, Rules Engine and SecLog, an encrypted system that records settlement decisions and their proofs for later independent verification.
His appointment comes as Frame continues developing infrastructure designed to connect traditional financial rails with stablecoins and tokenized deposits while allowing institutions to retain control over their systems, keys, compliance responsibilities and transaction records.
